The Nagoya High Court rejected Thursday an appeal local residents had filed seeking to scrap a state project to build what would become Japan's largest dam. The high court supported a December 2003 district court ruling that rejected the residents' lawsuits against the construction of the Tokuyama Dam in Ibigawa, Gifu Prefecture. In suits filed in March 1999 and July 2001, the residents maintained estimated water demand in the area is more than actual demand...The state and Gifu Prefecture argued that a dam project should be based on long-term water demand.
