That's Mine-chan who is quite well known now through her web column and role as chief editor of ura.tanteifile.com. The site looks just like the more regular tanteifile.com and is is run by the same people. I did link directly to it in an earlier post but some of the images wouldn't suit the public boards so I'll leave it to you to cut and paste.
