Doctor Stop, I think the examples you gave were changing from a work visa (e.g. specialist in humanities) to a tourist visa. Spyder was looking to change from a working visa and I believe that is treated differently. In any case, if Spyder went to immigration and was directly told he couldn't do it then that didn't leave him a lot of options.
