the general age is of 13 - but this can vary from prefecture to prefecture as each one decides on it.

however that age range is valid for minors really - for example if a 2 13y/o get caught not a lot will happen; however if a minor and and adult get caught - MOST of them time the adult will get done in.

gonna disagree with the pervert comment there. it's not something i've done, even when i was 16 myself , but at 16 if she wasn't coerced and was a willing participant, it's hard to see a huge problem with it, really. there wasn't a conflict of interest and i highly doubt he was her first. there's a reason men are attracted to well developed girls that age (and girls her age attracted to men of many ages) - it's completely biologically natural. 100 years ago at 18 an unmarried woman would have been considered a spinster.
