The institution of amakudari bureaucrats has been in place for decades...anybody who figures to remodel the Japanese civil service which has basically been the nuts and bolts that's run the country since the post war period would be in for a big fight. Abe, with his pathetic poll numbers, ridden by numerous scandals in his administration had no chance in hell of reforming the system. He doesn't have the political capital to make it happen.
