Man held in Hawaii stalking busted before
By Nelson Daranciang

The man who was the subject of last weekend's e-mail alert to University of Hawaii staff and students was arrested in December for investigation of a sex assault on a Japanese tourist in Waikiki, according to state court records.
The city prosecutor dropped the case but is asking a state judge to send Eldon Paul Cox to prison for violating terms of his probation for two 2005 theft convictions.
Police arrested and charged Cox, 48, with first-degree criminal trespass and harassment for allegedly stalking two female Japanese students Saturday. He is scheduled to stand trial on the charges, a misdemeanor and petty misdemeanor, respectively, March 4. He remains in custody in lieu of $3,000 bail.
Cox allegedly followed the women on a bus from Ala Moana Center and refused to leave when they got back to their Hale Noelani apartment on the Manoa campus.
Following the incident, university officials posted warning posters at the dormitories with Cox's picture and description. Campus security took his picture in 2004 following a similar incident involving Japanese students and the East-West Center.
Honolulu police arrested Cox Tuesday night.
They also had arrested him Dec. 11 after a Japanese visitor reported that Cox sexually assaulted her in her hotel room.
An Oahu grand jury indicted Cox Dec. 18 on charges of second- and fourth-degree sexual assault, but the state dropped the case that same day because prosecutors were not sure they could prove the case beyond a reasonable doubt, said Deputy Prosecutor Jon Jacobs.
The state is seeking to send Cox to prison because one of the terms of his probation is that he stay out of Waikiki. Cox has had his probation revoked twice before, and he was resentenced to new five-year terms of probation each time.
In 2006, Cox was spotted with a Japanese visitor who was reported missing after she failed to return to Japan on a scheduled flight three weeks earlier. They were in the television lounge of the Hale Manoa dormitory at the East-West Center.
UH campus security officers chased him, but he escaped. Honolulu police arrested him later in Waikiki.

Pardon me but what does this have to do with Japan? Except for the fact that stalking and Hawaii are 2 of the favorite pastimes of the Japanese?

Eldon Paul Cox, who listed no permanent local address at his booking, ....
Fluent in Japanese, Cox allegedly followed the two students Saturday from Ala Moana Center to UH's Hale Noelani dormitory at 8:30 p.m.

How did a crazy homeless criminal become fluent in Japanese?
