New Zealand - Scotland is the home of the kilt but we do wear them often. My Jnr high, and high school uniforms both consisted of a kilt.

I very much doubt it, not just because of the weight. Probably the uniform incorporated a tartan skirt, which is not the same as a kilt.

I think i might know what i am talking about. They were kilts and were made out of 100% wool and were very heavy and expensive.
