I think the point AK is making is bullshit. But I'm not sure his statistics are *that* far off. 1 in 7 may have been close a few years ago. It looks more like 1 in 11 now. this page is chock full of statistics.
At this point the statistics are about a year old, but MOJ states there are about 171,000 overstayers. This is easy for them to track accurately. But don't forget there are also people who snuck into the country illegally. While the MOJ can't count this number, they do have accurate deportation statistics, and I think they may be a good guide. They busted roughly 4 overstayers for every 1 alien who snuck in illegally. So I would guess there are probably about 40,000 illegal aliens who snuck in. Total illegal aliens: 211,000.
At the same time, there were about 2.1 million registered foreigners.
Assuming the overstayers and other illegals are not counted in the total for "registered aliens", I think 1 in 11 may be more like it as of 2007.
AK may be thinking of the statistics from when he left Japan (2003, I think). 1.9 million registered foreigners. 220,000 overstayers at that time, so using similar math to before I'd say about 270,000 illegal aliens. So we are talking 1 in 8 at that time.
