  • In general, payments are by furikomi to bank accounts, starting at the end of April. If you have a valid reason (like no bank account), then you can receive cash at the ward office instead, beginning June 15th.

I think the top 3 bullet points are applicable nationwide, but the other details may be specific to Meguro. I suspect other local government offices are going to do things pretty much the same way, though.

I think Meguro Ward was going for the prize, with my notification postmarked late last week and arriving today. For a while I thought there was zero English in the packet. But eventually I noticed an English translation hidden on the back of the instruction sheet. I don't think it will do any good for non-kanji readers though, since it only explains the meaning of the major sections of the application, and not the individual entry blanks. They did set up an English language phone hotline and say you can visit the "enquiries desk" in person, with your form already filled out (fat chance...)

My wife (Japanese) and I (FG) live in Minato-ku, Tokyo. We received each a letter from the ward office, on the same day (I think it was April 7th). The difference was that my letter had a separate English instruction sheet on how to fill out the form. We both received a Japanese instruction sheet at well.
Besides the form do you also have to include a copy of the bank book and a copy of a form of ID. For FGs do they only accept a copy of the gaijin card, no other forms of ID are accepted. Japanese may submit a copy of their drivers license, passport, resident register card or health insurance card.

Mike, all that matters is your residency status on February 1, 2009. Were you in Japan on a valid visa (other than tourist) at that point?

Yes, on a working visa up until that status change. No notification...

Strange - you definitely should have received notification by now. Something likely went wrong. By any chance was or is your address not properly registered with your local government office? I would contact them ASAP. I have heard of some municipalities where the response deadline is in June. You don't want to miss that.

Wow, really? If so my apologies. Maybe I misled Mike. I thought my ward was just about at the tail end, sending things out in mid-April.

I was complaining about the deal where the female resident of the house (Nipponjin) gets her app, but the male resident (a dirty stinking furriner) still doesn't have his yet, weeks later...

I haven't heard of situations where they send out gaijin applications weeks later. Maybe your area is unique. Or maybe your form is lost. I would check the nihonjin app and make sure you are aware of the final deadline for submissions, and contact the local government office if you are getting anywhere close.

Just reporting in. For those who submitted the application right away, it looks like Meguro-ku's funny money has started trickling in. I am going to spend mine on an expensive hamburger.
