Yes it SORT-OF understand that the age varies by prefecture (and city). Actually, most urban places have made the age 18---Kanagawa is one of those places.

As a practical matter, Japanese are case-by-case about their laws and in this case a 19yr-hooking-up-with-17yr is "normal". As long as you don't knock her up, hurt her, or somehow wildly enrage her parents, you should be ok, YMMV.

-if her parents like you then you are safe
-if you knock her up, speak with her parents about marriage and they will act like its nothing
-her being in uniform whilst on a date/screwing about may be bad luck for you
-only almost 17 will get you an ass beating and jail time in other countries, so take advantage of it in Japan!

I had a similar situation. Met the girl in a club and she was all hotness.
We had been hot and heavy on the dance floor. So I ask her if she wants to go back to my room on base (was military at the time).

I was 19. I asked her for her ID so we could get on base. She didn't have a driver's license, so alarm bells started to go off in my head. I asked her how old she was and she said 16. I made an about face and went home alone.

You're 19 and she is 16. Don't shave it and say almost 17. It is what it is and deal with it from that reality.

While it's true if her folks like you, you're cool and if you knock her up and you talk marriage you're probably cool, but if she has some bitch in her class who has a grudge against her and decides to get YOU in trouble to get at her, you're screwed.

I deal with a lot of business men who bring their families with them while they serve their two to three year sentence that their company imposed on them. The teenage kids always seem to have more fun than the rest of the family. I tell them to lock up the boys, the girls is their decision. Age of consent varies between prefectures and cities. Some areas are as low as 12 and some are set at the "adult" age which is 20. The problem is parents are responsible for their child's actions. If a 18yo kid knocks up a 17yo the parents can, and sometimes do, go after the parents of the other child. (yes I am as confused as you)

Bottom line:
If you are a college kid here on your own, you are responsible for your actions which may end up in the parents of this girl giving you a big headache.
If you are here with a host family they may be responsible for your actions. Burnt bridges may follow and they may be required to pay off the chicks parents.

I've been hearing some of this from different places -- that AOC is only 18 if it's for profit/porn/prostitution. But that for just a relationship the age can vary.
