Isn't the same thing true of Japanese men?
And most of them are already sedated by midnight, anyway. Maybe that's a good way to bring the birthrate up - have special patrols come around* taking donations from unresponsive specimens lying around in the street.

best to have the patrols do it inside. having them just come around don't get no one pregnant...

rather then the ones lying in the street, better to have the ones that are lying in bed next to some j-salary man, they dont do nothing but bring home monies anyway. ask Take.
