"Objection to bureaucratic writing style!"

Image Tokyo/Students give ministries hints on writing style
Daily Yomiuri, Japan - Sept 29
A group of female college students based in Tokyo researched white papers and blue papers released by the 12 government ministries and agencies to see how badly they were written.... carried out a research project titled "Objection to bureaucratic writing style!" .."At first, it was stressful just to read the documents," said Fukiko Takii, a 21-year-old student of Yokohama National University.
One sentence found in a white paper on agriculture contains 287 characters using 17 possessive particles, while the white paper on public corporations issued by the Public Management Ministry uses many vague conventional expressions such as "deal with each issue appropriately" and "conduct a drastic and systematic review."
.... a sentence from the Justice Ministry's white paper on human rights education, which talked about "implementing a project to cultivate awareness of human rights that develops a pioneering model program to study human rights and which nourishes an awareness in which behavior based on respect for human rights is unconsciously carried among people."

Right now the J-bureau of Energy Butt-wipe has asked be to rewrite this introduction....

We, of Bureau of Butt-wipe, strive to survey the effect of energy reduction that can be achieved from a variety of energy saving-conservation measures in daily lives of ubiquitous society involving our safety culture.

Secret to making something sound bureacratic: turn everything into a noun or gerund:

And I thought this kind of nowhere-speak was restricted to the IT industry.

Maybe the Japanese are learning to realise the importance of giving concrete, concise answers.
