If they're going to do something special that only does 85 km/h (which is Special Olympics speed for anything but a switchback train) they should just make a train with an all-glass passenger compartment.
I don't mean a regular panoramic car, I mean something like a one-piece bubble canopy so it looks like you're on a floating platform. It would be really expensive to build though.
