No legitimate study shows a health threat to customers from occasional exposure to second-hand smoke in bars.

Yea, no study that you consider legitimate maybe, but half a brain, and observation skillz might tell you another story. good luck with your bullshit, ever opened a computer used by a smoker ?

Hmm, I was once forced to endure smoke for two fucking hours in a drinking establishment.

My lungs hurt for a full day afterwards, and it took me more than a week to get the nicotine out of my system.

And I am not even asthmatic.

It is those claims by smokers regarding non-smokers' health that gets people mad.

And BTW, it is Disgusting!!!

All I know is the first time I got high I didn't smoke. I was 12 and in a small room with my friends who were smoking a huge joint. For about two hours after I was laughing my ass off. From then on I never turned it down.

I'm fine with people smoking as long as they're fine with me coming over and spraying a mist of an unidentified tar-like substance over them, their food, pets and children when I feel like it.

Learn how to read. I already said I'm not a smoker (and never have been for the record) other than the occasional cigar. And by occasional I mean an average of about five a year. This has nothing to do with my personal preference. I prefer places that aren't smokey and will often take my business elsewhere if a place is. However, I've seen how the slippery slope got way too slippery in NY and destroyed some businesses (cigar bars) and some great traditions (pipe smoking at Keens Steakhouse).

SJ, I am usually VERY much in alignment with free market rationales for this kind of issue. But I also don't believe the free market works 100% of the time. Your argument (I believe) is that if we have no regulation, restaurants will separate naturally into smoking and non-smoking restaurants, each attracting a different customer base. Customers who hate smoke will migrate to non-smoking restaurants, and that's enough incentive for restaurants to make themselves smoke free.

But does it work in practice? (That is not a rhetorical question. I really don't know the answer.)

Take New York prior to its smoking regulations (early 2000s). We know that even at that time there was huge customer demand for smoke free environments. I might be wrong, but I don't have any recollection of lots of smoke free restaurants, at least nowhere in proportion to the number of people I suspect would prefer it. Why didn't more restaurants voluntarily switch to smoke-free?

I'm not against regulations limiting smoking in public places. However, I am against blanket bans against smoking in all bars and restaurants without any exception. There's no point in trying to make a nuanced argument with the anti-smoking crowd though because they tend be completely unreasonable and totally douchey when it comes to this issue.

That's probably due to decades of being forced to breath other people's smoke and being treated like douchebags and/or 2nd class citizens ("non-smoking section" my arse).

Though personally I could live with a blanket ban anywhere where children can enter including any outdoor terraces/seating, and let other places decide for themselves.

Is there anywhere except nightclubs and adult entertainment establishments that children can't enter in Japan?

Concretely what kind of exceptions are you proposing? Not sure I see what kind of a system would work.

Careful what you wish for. In Tokyo, that rule might result in most restaurants banning children!

- Requiring places to have a separate enclosed smoking area with a ventilation/filtration system or go completely no smoking
- Allowing places that are only staffed by the owners to allow smoking since it's not an employee health issue
- Having some kind of license for places that make a significant portion of their income from tobacco products like cigar or hookah bars that would allow smoking on their premises
- Allowing smoking in open-air settings such as beer gardens and beach bars
- Allowing a certain percentage of private rooms in Karaoke places for parties that want to smoke

Sounds pretty reasonable. I'd want stringent, enforced standards for separate enclosed smoking areas, and no smoking in outside areas (terraces etc.) except if the establishment is primarily open-air.

With the anti-smoking plans for the Olympics called off, it was just a matter of time before other initiatives popped up.

Cancer researcher sets up website on smoke-free restaurants in Japan

With Japan still reluctant to ban smoking in eateries and bars outright, a cancer researcher has launched a website to make it easier to find those few establishments that have declared themselves smoke-free -- and encourage other such businesses to take the same step.

The site, which is in Japanese and called Quemlin, enables users to search for smoke-free restaurants, cafes, and bars by type of cuisine and location. It includes not only introductions to the establishments but often explanations about how their nonsmoking policies have positively impacted their business.

Chief researcher at the Osaka International Cancer Institute Yuri Ito, 40, likes to dine out and has been posting photos on her Facebook page of nonsmoking establishments she has visited since 2015.

But what inspired her to launch a search site for smoke-free restaurants and bars was the fact that many such places had maintained their sales levels.

Ito believes the website, launched in the fall of 2017, can also provide valuable information to proprietors, helping them take the plunge. "I want to encourage their decision" to become smoke-free establishments, she said.

Based on World Health Organization standards, Japan is among the lowest-ranked countries in terms of tobacco control.

While over 50 countries, including Britain, Canada and Russia, have already banned indoor smoking at all eight types of public facility such as schools, medical institutions and restaurants, Japan has no smoke-free law covering all indoor public places.

The Japanese government's recently unveiled antismoking plan shows some progress with efforts to prevent passive smoking in public places but has also sparked an outcry from lung cancer patients and other activists as it backpedaled from its initial goal of a total indoor smoking ban in public spaces due to industry resistance.

Ito's website currently lists around 160 eating and drinking establishments mainly in the Kansai region, centering on Osaka.

She plans to expand the website's coverage throughout Japan by soliciting members to search and post information about nonsmoking eateries in each region.

Based on information she is gathering from shops, Ito is also conducting research on the relationship between the number of nonsmoking eateries and the death toll linked to smoking in each region.

"Society is now shifting toward being smoke-free," Ito said. "I hope Quemlin will help (proprietors) to take a step toward better considering their own health and customer satisfaction and recognizing that there won't be negative effects on sales."

Love the idea, typical terrible J-execution. I suppose the map is basic enough for English speakers to use but let's English pick up or something.

「煙らない」+「ミシュラン」=ケムラン Oh yeah, that makes sense to errrryone. Michelin that doesn't get smokey! ナイスアイデア! Michelin basically means the same as gourmet, Rika that did a one week stay in Italy told me! Oh oh! let's spell it "Quemlin" so nobody can guess how it's pronounced.
