It's Antarctic whaling because those whales are feeding during their summer (our winter) in the polar region. The dual advantage of whaling in a relatively small area where a large number of whales have gathered, and dealing with countries less militant than the US and Russia, who also have whales feeding in the Northern Polar Seas during the summer months - but would probably be a little less tolerant of the Japanese whaling fleet.

on the other hand,
japans whale fishing by by-catch is only 116 in 2013 and "research whaling" is 475 in the same year.

I've definitely seen a restaurant in Korea openly selling whale and dolphin meat which is *supposedly illegal there.

This argument reminds me a lot of the fox hunting debate in the UK. Yes the activity is deeply distasteful, but I have never understood the morality of seeking to prevent other people from doing things than don't affect you but just because you don't like whatever it is they are doing. More than that, it's a community event, where the whales are lovingly slaughtered by hand the olde fashioned way. It's like an Artisan Farmer's Market of fresh flipper. It takes a village to eat a whale............
