Note that this is a metropolitan government service, not a national government one. I frankly do not know what difference that makes, either globally or specifically to your situation. If you get no joy there, the Labour Standards Bureau option still exists, not that I advocate forum shopping, but if they are going to duplicate services between the levels of government, well, they are just asking for it.
