OK, you apparently want me to say "False Flag", but there are several possibilities. It is conceivable that some group in the government has a special agenda that would be greatly advanced if an Islamist-terrorism attack would take place. However, it is also conceivable that those surveillance records would show the incompetence of the anti-terrorism units, which they obviously would like to hide. I think the second option is more likely.
As to the question who let a giant box truck enter the pedestrian zone during the fireworks, I read somewhere that there was only 1 police car parked in such a way that the truck could easily pass, while the plan seems to have been to have 6 police cars in place to block all traffic. It is quite possible that the police were enjoying the fireworks, and maybe the alcoholic consumption that goes with it. The anti-terrorism unit may have joined them. If that is found out, they'll loose their jobs, or even face jail time.
