The few free wifis in my neck of the woods are so riddled with ads and trackers and other junk that I wouldn't touch them with a bargepole. No wonder when people just use their data for peace of mind. Maybe Tokyo has overdone this too?
The ones in Tokyo went from being register to just simply connect and use...I only really used them on trains and it was a bit annoying because you lose signal between stations and your phone ignores your 4G/5G to force wifi, leaving you hanging. Not the best solution but I appreciated it nonetheless. That all being said, removing it seems like a step backwards in the effort to attract tourists and it's not like they will reduce the fare prices, this is just cost cutting for their bottom line.
I had about 2-3 days of being throttled by MINEO this week so the free WIFI was quite useful. Nothing like approaching the highway offramp when you navigation is still loading the data that tells you which way to go....except when it finally loads, tells you to go the wrong way and that you're 40 mins from your destination that you were 3mins from a moment before.
I use Google Maps only in a pinch. There are good apps for navi that don't need data at all. I have used MapFactor Navigator for donkey's years (doesn't talk Japanese, but could be hooked into Android Auto, if you had that), but am also experimenting now and then with OsmAnd and Organic Maps. All based on Open Street Map and free of the Google-Kraken.

Plus that series has handy information about delicious places to eat, great places to dip your cock in hot water, and nice scenic routes. I am pretty sure I have recommended them here before.
