Why is it so Hard to Find an Apt in Tokyo???

I am having incredibly bad luck looking for an apt in Tokyo. I have been here over a year and I lived first in Naka-Meguro with my gf and then on my own in Nishi-Azabu in a place I got from a gaijin real estate agency. I had a neighbor who had the same apt as me, literally, and he was paying only 80,000 a month while I was paying 125,000 a month...I was pissed. So I bounced outta that apt at the end of my 6 month lease and I am now staying with a friend until I find a place. I would like to find one sooner than later. I need something under 130,000 yen a month. What can I find for this price???
