Once you get through the beauracracy of Narita, then you get hit with the high costs of Tokyo. I posted before a request to see if anybody knew of any reasonably priced hotels in Tokyo for a family of four. The cheapest I could find, in the Western variety(not a minshiku) was 30 000. Now I'm not the most experienced traveller, but I would guess that in almost any other city in the world, you could find accomadations cheaper than that. Also I think most visitors would be put off by the high prices charged by restaurants in Tokyo. Unless you don't mind eating McDonalds three times a day.
I won't bad mouth gyudon as I know bikkle has a special affinity for it.
