Tokiyo Terato, a 76-year-old woman from Shunan, Yamaguchi Prefecture, found the bear at about 8 a.m., Thursday, stuck in the 2-meter-deep garbage hole ....
....The bear was floating in water and garbage in the 1.5 by 5-meter hole with a 35-centimeter opening.
Believing it was too late to save the bear, the officials plan to leave it to die.

Ok, let me explain the Japanese point of view since I serve as "Doctor Death" out on my farm village in Shikoku.

As a practical matter, Japanese do not have the "put it out of its misery" value because nobody wants to do the deed.

Japanese see putting down sick AIDS kittens etc. as "cruel" and feel that nature should take it's course. Having said that, most families around may farm will make it known to me that that have an animal in misery and that they are deeply worried by that suffering. As a gaijin, I can offer a solution that nobody else could even state, let alone do.

Hey that's a "good" one Bongo and I can believe it. It sounds just like the mindset of folks working a Dentsu subcontract.

Generally cats are dumped, not killed, but a subcontractor would not risk being caught dumping cats. {There have been serval exposes' on commercial pet dumping on TV in recent years.)

BTW: NHK TV showed the bear in sewer last night's news. It was a small bear less than 30kg hardly able to hold it's head up.

And sometimes, the animals get even. Remember a story from a few months back about the guy who illegally kept a tiger caged up in shabby conditions, to rent to commercial producers? At feeding time, he turned his back for just a second, and the tiger lunged and eviscerated him.

I have half a mind to ring the city office there and tell them, foreigners are campaigning on the web to prevent tourists from visiting their area because of their lack of consideration for wild life.

Just called the Shimin center which is in Shunan city office and told them that
campaigning is taking place to inform tourists of the cruilty of this case in Yamaguchi and it will severly damage the name of the prefecture which has lots of nature watchers visiting every year.

Be sure to mention that there's quit a bit of video footage of this bear on TV floating around and that frame grabs of that video is gonna start showing up in the foreign press (it's not true, but hey don't know it).

Jeez guys, chill out. I think it's time for me to tell you the story "Nametoko yama no kuma," which IIRC dates back to Edo times, which might give you all some cultural perspective on the situation. I haven't read it in years, but I remember it vividly enough to give you the main points. If you want to look it up, it's in one of those translated compilations, Keene or Seidensticker or someone like that translated it, it's one of my favorite pieces of Japanese literature.

The story starts with the story of a hunter, a poor man with a large family that lives in poverty at the base of Nametokoyama, he has to hunt for bear meat to feed his family through the winter. He stalks a bear, and shoots it with an arrow, fatally wounding it. As the bear lies dying, he comes up to it and says, I have no ill will towards bears, but this is our relationship in this world, I am the hunter and you are the prey, and by giving your life, you will sustain me and my family, so surely you have sacrificed on our behalf, and have gained great karma for your next life.
The next season, the hunter is again on Yametokoyama. He stalks his prey, and just as he is about to loose his arrow, from behind him, another bear rushes up and slashes his throat with his claws. As the hunter lies bleeding to death, the bear comes up to him and says, I am a bear and you are my prey, I hold no ill will towards you, but this is our relationship in this world. Your flesh will sustain me and my cubs through the harsh winter, so surely you have sacrificed on our behalf, and have gained great karma for your next life.

.....in Shari, a coastal tourist village on the edge of Shiretoko National Park, the bear-human drama is playing out intensely.... this 188-square-mile park on the northern tip of Japan's northernmost main island, Hokkaido, has one of the world's densest bear populations, about one bear per square mile.
Toshiki Aoi, a wildlife management professor at Iwate University, points to the depopulation of Japan's countryside. Since 1960, the number of Japanese farm workers has dropped to 2.2 million from 12 million. The average age of farmers is now 60.
...Aoi painted a tableau of humans losing their grip on traditional landscapes, a loss of control marked by the decline in hunting, logging and fruit picking.
"It is so quiet now in villages where children playing and dogs barking used to be daily life scenes," he wrote.
"Now trees with fruits and berries are left without being harvested, or fruits are dumped. It's just like inviting bears, saying, 'Please come down from deep mountains and feel free to taste delicious food in the village.'"
