anyone knows more about the newly enforced law forbidding scouts in shibuya/roppongi/shinjuku that started yesterday? apparently, they are not allowed to approach customers individually (fine is up to 500,000yen) so they are using techniques to "call" more than one customer at a time to stay legal. anyway, did anyone (Captain? Marvin?) read something in english about that somewhere and would care to post a link?

MDN: Streetside sex club touts banned in 100s of Tokyo districts
Streetside touts will be banned from lurking in public trying to lure customers in 135 districts throughout Tokyo, according to Public Safety Commission officials. The ban targets entertainment areas such as Shinjuku's Kabukicho, Ikebukuro and Roppongi. Banning touts is just one of many stringent measures that will come into effect in April with revisions to the Tokyo Metropolitan Government's public nuisance ordinance.

Considering the recent child-porn situation from a Scout leader in the US, prostitution doesn't seem too much of a stretch... ;)

I was a Scout, long time ago. Chief Scout even (equivalent of Eagle Scout in the US I think?)

All I can say is "about bloody time!". Watching them harrass girls on the street makes my blood boil.

i kinda disagree: making things "illegal" is always the best way to make them go below the surface where they grow wild. you won't see it anymore but it will happen anyway. and perhaps precisely because you won't see it, it can become even more coercive. the girls i see usually know how to ignore the guys the same way i ignore the guys who offer me free drinks in kabukicho. 2 seconds and the guy goes back to his spot. but if it becomes nasty, they will have to learn the "new rules" and it might just be a pain in the ass (for the girls, i mean)...

I do see your point but these guys harrass and sometimes physically restrain girls on the street - often right in front of the policebox. This is completely unacceptable behaviour in any country and is so NOT Japanese. What would be better is for girls to box these long haired turds behind the ears rather than just walk quickly away and hope they are not followed.

Your comments are along the same lines as my disagreement of women only train carriages to stop chikans.... It does sent the wrong message but how else to combat these issues?

Your thoughts do pose the question - how do strip clubs, brothels etc in other countries recruit for fresh girls? Human trafficing aside of course.

I'd say it is much the same way the more "legit" clubs in Japan do it -- money.
