Japan faces major shortage of blood donors

Japan is perilously short of blood for transfusions because of a massive shortage of donors, the Japanese Red Cross Society said.
An aging population, declining birthrate and imminent ban on donors because of the threat of developing the human form of mad cow disease is being blamed for the shortage.
Ministry of Health, Labor and Welfare officials have responded by setting up a task force to combat the problem.
The Red Cross said that blood supplies for transfusions had by March 31 fallen below 100 percent for all four blood types. Full storage is usually three full day's supply for each blood type.

I find it interesting that they weren't interested in my blood since I couldn't carry on a conversation with the doctor. It seems to me that a blood shortage, if severe, would make them a little more creative and less restrictive.

How is the task force going to fight the problem, by giving blood?

The real reason foreigners aren't allowed to give blood is that our type is C (at least, that is what I tell people who want to talk English at me)
