Police to arrest 'ill' couple in taxi fare con

SAPPORO--Police will arrest a former gangster and three others on suspicion of swindling about 240 million yen in taxi reimbursements intended for those on welfare requiring medical care, sources said.
Police said Katsuhiko Katakura, 42, and his wife, Hitomi, 37, from Takikawa, Hokkaido, conspired with Nobuhiro Itakura, 57, the operator of a taxi company, and employee Toshihiko Komukai, 40, to abuse a system.
There are just so many surprising things about the story. Taxi driver actually conspire with the yaks!
