Akira Takahashi, a 75 year old man from Nagoya, has been arrested by police after he turned in some lost property to the police. The lost item was a purse, and it turned out to belong to a 16 year old girl who had left it behind in Takahashi's car. Police questioned the girl who confessed she had met Takahashi through a telephone dating club and he had paid her 20,000 yen for sex. Takahashi told police after his arrest he believed the girl was 19.

Legal age depends where you're at but I think in Tokyo it's 16 or 18. If it's 20, I'm in trouble

As SJ pointed out, 13 is the legal age of consent.
But in Tokyo, it's illegal to have sexual relations with a person under 18 if there is a two-year age gap...except if both parties are under 18. I don't know if anybody has been prosecuted for this, but it essentially outlaws 19-year-olds screwing 17-year-olds. Blinky logic.
