The French are the ones who decided he was too crazy to convict and put him in a mental hospital then kicked him out of their country when he became a minor celeb and a big embarrassment. The Japanese mental hospital said he was sane so that he could stand trial but the French courts refused to share evidence with Japan which made it impossible to convict him.
