And just because the internal air conditioning was set a little too low, that doesn't mean the Japanese constabulary can stand in the way of scientific progress. In Japan chest freezers are rare, BUT ...
When I was talking to a Costco manager two weeks ago, he said the Costco outlets in Kanto sell 50-100 units each month---Haier brand from China. He said their target market for freezers was large families. So perhaps putting babies in the freezer is popular time-out option here.

Indeed, here in Japan the floor freezers aren't all that uncommon either, especially in new houses. My father-in-law has one of the larger, more traditional shop sized freezers however, that he uses to store all the fish he catches *shudders* nasty things.
