Japan's Deputy Foreign Minister Mitoji Yabunaka is on his way to Burma to demand an explanation about the death of a Japanese journalist.
Fifty-year-old Kenji Nagai was shot at close range as he filmed protests in Rangoon on Thursday.
Japan's Prime Minister Yasuo Fukuda says he is weighing up his country's response.
"We will have to think carefully to figure out what is the best thing to do - what is the best choice for Japan?" he said.
"By sending Deputy Foreign Minister Yabunaka to Burma we will find a way to solve this issue, and to make further decisions. Sanctions are not the best step to take now." <article>

Nagai's belongings were returned to Japanese authorities, but they did not include the video camera, according to APF News Inc President Toru Yamaji, who is in Yangon. Myanmar, however, has said all belongings have been returned. Nagai was on contract with the Tokyo-based video news provider
