Not trying to discourage you or anything, but you simply don't know that for a fact. In fact, you have that fact totally wrong.
If you do a little research you'll find that compulsory fingerprinting was the norm for foreign visitors and residents up until 2000. The system was abolished against the will of the government and police under pressure from human rights groups. But then as soon as the US decided to start fingerprinting everyone who entered the country as part of it's oxymoronic "war on terror" campaign, the Japanese government saw an opportunity to reinstate compulsory fingerprinting in even more odious form by simply jumping on the bandwagon provided by the US (thanks a lot, guys).
Quite simply, most crimes committed in Japan are committed by Japanese (pretty easy to figure out if you do the math). Crime by foreigners is a drop in the bucket, but the police and government do their best to make it appear to be a huge problem by biasing the stats, by lumping *all* crime by foreigners into one padded number, including minor offenses like loitering or J-walking.
These are a few of the facts that you're missing, and really need to consider in light of your plans to migrate. The only way you'll really pick up this type of info is to be here though, so as others have suggested you should find a way to get here temporarily first to check it out. It might not be (probably won't be) as easy to live here as you imagine.
