This will be a long term effort. The US military has many troops in Japan, Okinawa, South Korea and South East Asia.
One thing the US also needs to do is apologize for the war crime of the fire bombings of Japanese cities and the two nuclear bombs during WWII.

Certainly not a defender of the French, but a quick look on kayak.com for a fare from Narita to CDG for a Monday flight only shows business and first class seats available. Of course it's expensive. Stretch that out to a Thursday flight and economy seats are available at less than a 1/10th the price.
BTW, filter on business fares only and Air France is one of the cheapest. Pay for first, which is what you show for Air France, you're either loaded beyond belief or just plain stupid for paying that much for a flight.
