Young career-track bureaucrats who quit their jobs after studying overseas at taxpayers' expense may be forced to reimburse the government under a new legal measure planned by the National Personnel Authority, sources said Monday.
The plan comes amid criticism that public funds have been spent on bureaucrats' personal improvement, and not on study related to their work.
