I think that's Tamura, late of the DPJ, who I wouldn't vote for.....If I could.

TAMURA That doesn't sound like any gaijin name to me. What, did he change it from 'Tammy' or something like that when he took J citizenship?

Mr Kobayashi: First, I experienced a sort of overpowering feeling whenever I was in the room with foreigners, not to mention a powerful body odor coming from them. I don't know whether it was a sweat from the heat or a cold sweat, but I remember I was sweating whenever they were around.

For the life of me I can't tell from looking at that photo, but is it ex-Finnish-citizen Marutei Tsurunen?

Sorry for the self-follow-up but I found the original article in Japanese, and the caption shows the names. It looks like it is Hideaki Tamura. Ain't no gaijin. Sorry!! Kudos to gboothe for the right answer.
