I was concerned by this story since i live in Nakano
So this guy decided to piss off all of his neighborhood by painting his house with a mixture composed of nama gomi and human shit.
After a while his neighbours decided to call the cops because the stench was intolerable. The businesses around were also losing their customers as no one in their right mind would go there.
Looks like there's is no law applicable to this particular case. What i understood was that the kind of laws that could apply here are restricted to factories and the likes.

This is from the summary that was given to me by a coworker. I'm not basing myself on the actual article. If a fg could translate the articleor just the best parts of it,it would be great.
They even interviewed the guy ! Where was Captain Japan ?

Fecal Fogey was nothing particularly "ripe":
Haisetsu-butsu ojisan ( excretion / spreading / oldman )

That's perfect, so much nuance compressed into just a few kanji, so indirect so as not to offend readers (as if the whole subject wasn't offensive enough). I don't see any "spreading" in there, but I don't have my good kanji dictionaries unpacked yet. Still, Fecal Fogey sounds like an obvious and perfectly literal translation. Sometimes the headlines just write themselves.

Mainichi: Man nabbed over stench from excrement buried in backyard

A man who got up neighbors' noses with the stench of excrement and other waste buried in his backyard was arrested Monday after ignoring repeated warnings from a Tokyo ward office, police said. Kazuo Hoshino, 57, was arrested on suspicion of violating a Tokyo metropolitan ordinance on protection of the environment. It is the first time police have formed a case against a suspect over a violation of the ordinance. The 57-year-old reportedly refused to talk when asked why he didn't dispose of the excrement in his toilet. "I have no need to talk about it," he was quoted as saying.

Investigators said that Hoshino began disposing excrement on his property in Tokyo's Nakano-ku from about April 2004, and boiled up food scraps, creating a foul smell. Nakano-ku officials repeatedly asked him to improve his behavior, but he allegedly ignored the warnings. Claims about the stench had poured in from local residents, and the ward office reportedly sent Hoshino dozens of letters over the issue. Officials reported him to police when he failed to comply with the warnings. He was arrested after failing to appear twice before police in requests made by the Metropolitan Police Department.

Okay - the source, I believe, is from Freudian psychoanalytical theory, and makes reference to a "...desire to return to the womb". In it of itself, it's meaningless unless one has some background or belief in Freudian theory (and, weirdly enough, Japan seems to have embraced/retained more Freudian concepts in its everyday language than the US in many ways ... eg マザーコンプレックス/MotherCon really does not have the same ring to it as 'Mama's Boy' -- and retains a lot more of the Oedipus complex origins; it also seems to be a significantly favored theme in Japanese porn ... although I'm not going to claim like some UN 'special rapporteur'& declare that 13% of Japanese high school boys have had sex with their mothers...) . Based on my own limited memory of it (Freudian theory), it's a form of what Freud calls 'regression' and specificially refers to how unrequited love (or rejection) compels a longing for a return to the womb.
