Okay I think it is time to start a game to how much you really know about Japan. Rules are similar AK's name the album quiz.

Foreign. They both had it done in Yokohama, possibly by the same tattoo artist.

Like the "Giraffe" answer, the tat question has multiple answers depending on which Japanese game show you want to believe. King Fred's picture show navy tats and Japanese tats. Putin has judo-theme tats.
Likewise, oxen (as well as sumo bulls) weigh more than horses but the Japanese game show answer is that a giraffe was approved as a pet once by the local authorities.

Putin does deserve a point but there is no mention of Frederick ever getting his tattoos in Japan.
