Fukuoka's "Chari Angels"

Fukuoka's "Chari Angels" are a crack squad who go around the city getting residents to park their bikes more neatly and ride more carefully. "Chari", of course, coming from the ubiquitous "mama chari". According to the site, Fukuoka - Tenjin especially - has the nation's worst reputation for bicycle parking infringements (2001 Survey). Chari Angels leave maps of the city's official parking areas on offending bikes and the city created the "Chari Pass" combining train season tickets with bicycle shed parking fees. CM here. No, it comes from "charinko." I believe that's not a very polite word these days...
