Actually, the structure is a photo of a spiral version of a switch-back road to Odaru-no-taki Falls in the Katsura-gawa Valley* of Izu Pen. The location is part of the setting for Kawabata book Izu no odoriko (The Izu Dancer).
It's called Kawazu Loop Bridge. Sometimes it's refered to as a double loop bridge. It is 1,100 meters long and it has become a major tourist trap of the Kawazu-onsen Hot Springs are since it was completed in 1981.
