Koreans whose families have been in Japan since a certain year (I don't remember what year, but 194x or 195x I think) have special status and do not need to carry gaijin cards.

I still say there is more to this 'integrated circuit chips' thing. I guess we won't know what the things can do until we start hearing stories of how the government knows more than we want them to about each individual gaijin resident. Everything done in the fight against 'CRIME AND TERRORISM' ...BULLSHIT, this is just govspeak buzzwords for public consumption to make certain factions feel better about throwing away their hard earned Yen into the government black hole.
