One piece of legislation that did become law on Saturday [Feb. 1, 2003], is the decision by the government to drop the minimum capitalization requirements on new companies. Now, instead of paying in capital of JPY3m for a Yugen Kaisha, or JPY10m for a Kabushiki Kaisha, you need just one yen (JPY1) to get a company started! Admittedly there are some proviso's about having to increase the capitalization within 5 years or else dissolve the company, but surely this change will spur a whole new generation of small companies...
