With the world's second largest economy and a sex industry estimated at Y10,000bn ($83bn), Japan has become a favoured destination for organised crime gangs that traffic young women, including minors, and sell them into prostitution.

The prevailing attitude, instead, is that the women are simply illegal migrants. As Ms Otsu says, "The view in Japan is that the victim is at fault."
