The hazards of transfer season

I was just looking over a local which give data about the conditions at the local dam which supplies water to Matsuyama when I found something interesting.

The data goes all haywire on March 30th. This could only mean one of two things. Either the dam catastrophicly emptied itself spilling about 6 million cubic litres out or that the trainee brought in to replace the worker who transfered was never properly trained how to input data.

Somehow the fact that someone has so unadequetely trained doesn't inspire confidence in the safety of the dam.
