A Vietnamese national who thrust his private parts up against a female police officer as they rode a packed commuter train has been arrested, police said. Kyoto resident Van Linh Tue, 29, a part-time clerk at an architectural office, was arrested for breaking an Osaka Prefectural Government ordinance outlawing public nuisances. Van admits to the allegations. Police said that at around 2 p.m. Friday, Van rode on the JR Osaka Loop Line between Kyobashi and Osaka, during which time he stood near the female police officer and thrust his private parts up against her. Van alighted from the train in Osaka, but was overpowered when the police officer called for help. The officer was off-duty at the time of the incident. She was on her way back to her hometown in Kagawa Prefecture when the incident occurred.
