Damn Dog!

The neighbours got puppy recently (we both live in houses in a residential Naha neighbourhood). They leave it outside in the garden to sleep at night (and all day, for that matter). At first, it was free to run about the garden, now they have it on a one-metre rope (next to a small plastic "igloo style" dog house). The puppy naturally wimpers at night (dogs are very social, especially the young). Now that it's on a short leash all day & night, it has taken to a kind of wimper/cry/howl at the top of its lungs. From late night (11ish) off & on right thru to morning (6 or 7 am). Can't bloody sleep thru the racket (my window is right by their garden). Last night I went over to complain (politely -after weeks of putting up with this shit). I got a terse "hai hai", and they took the dog in for couple hours, but put it out pre-dawn, so I got the 6 am wake-up howl again.

Any advice? What sort of animal control, good neighbour policies exist?

Casually mention in passing that you love dogs, with ketchup and mashed potatoes on the side..

Just keep on their case and don't be polite. Not sleeping is not an option. Just let loose and start fucking yelling. Don't fuck around with speaking Japanese either. My two cents.

More a case of damn neighbours than damn dog. People who stick dogs on short chains 24/7 outside really piss me off. As Mike mentioned dog's are social animals and being stuck outside is the equivalent of banishment. Poor thing.

I suggest finding an explanation on dog psychology and the anguish of being an outcast. Print it out, put it in an envelope and place it in their letter box.

Definitely dealing with ignorant bastards - hence the problem in the first place. Helluva cute dog (most likely an impulse purchase), but being consigned to a long life on a short rope sounds kinda like living hell. Euthanasia may indeed be doing the dog a favour. My tired, stressed mind is starting to rationalize...

Dog was kept indoors last night - got to sleep til about six a.m., when they put it out again. It's a start...

It could be worse

I remember reading something on marky sparky devlin's crisscross today forum about a gaijin guy who getting harassed in Japan by throwing feces and urine at his bedroom door

It was not some kind of creature doing this act but was a Japanese neighbor doing this to him

Clearly the neighbours are bigger animals than their pet. I have heard of neighbours spitting in aquaintances mailboxes here in Japan (around Nagoya), but the Crisscross story takes the cake...

If - purely hypothetically speaking, mind you - something were to happen to the poor mutt (antifreeze, untethering it from it's one-meter-long rope, etc.) wouldn't suspicion immedately focus on the fg who had complained about it?

Speaking as an fg who has had 24-hour-pathetic-barking-dog problems of his own, I wonder if you might just have to get medieval on his ass and 1) go knock loudly on the neighbor's door the minute the dog starts barking in the early AM; or 2) perhaps make a recording of the dog's barking and play it back at high volumes (there's certainly precedent for this method in Nara).
