Youtube is claiming a fairly broad, unlimited licence to use content that users upload but isn't claiming that they own it, just that they can use it what ever way they want and people can't come back and say "hey, you owe me a cut of the ads sales/cell phone revenue/whatever when you showed my mentos and diet coke video". Apparently, the licence ends when you delete the file so users still have ultimate control over their content.
Flickr's terms of use seem to be a paragon of clarity compared to most websites...and users have the option choosing several levels of copyright claim on each image page (full, creative commons, none, ect).
