The Tokyo District Court on Tuesday ruled that Tokyo Gov. Shintaro Ishihara and two bureaucrats illegally disbursed about 400,000 yen for private meals in 2003 and held them responsible for repayment of the money to the metropolitan government's coffers.

Presiding Judge Toshihiko Tsuruoka ordered Ishihara, as governor, to order himself and the two others to return the money to the local government. In the lawsuit, the plaintiffs, including a Katsushika Ward assembly member, demanded that Ishihara and the two others repay a total of 11.9 million yen, claiming the defendants misused public money in 78 cases.
