I think this was partly to attract a better class of Japanese woman to study in NZ - not! They changed the law a few weeks ago to legalize prostitution. I expect we'll see larger numbers of Thai & Chinese female students too coming to enjoy the work opportunities (Pimps) I mean agents can tell parents that their children will enjoy a satisfying part of the service industry with the full blessing of the NZ govt...
