Public Urination?

I am a new arrival in Japan (just got here two days ago to study at Saitama University). So, yesterday I was walking down a busy side street in the middle of the day-- about 2:00pm-- and I saw a man walking his two little black poodles. They were stopped in a grassy patch on the side of the road and the little black dogs were taking a tinkle. But, as a got closer, I saw that the man was peeing right along side his dogs!! I'm sure it's rude to stare at someone while they're peeing, but I was so taken aback that I was startled and couldn't help it. I mean, I've seen the occasional drunk marking a wall behind a bar at 3am when there's a long line for the bathroom, and once or twice I've done it myself. But this guy was in broad daylight on a busy street right off the side of the road and everyone was just walking past him like it was no big deal.

So, is this pretty normal? I mean, public urination is okay here? It just suprises me because before coming here all I heard was propaganda about how clean Japan is compared to the states. Clean my ass. All you have to do is look outisde my dorm window to see abandoned bicycles, old stuffed animals and a rusty old microwave tossed into the bushes below. I guess you can't wear your shoes in the house because it's dirty, but it's okay to wee-wee in the middle of the street....

I was on my daily morning walk with my wife the other day, and there is this old guy peeing on the grass as we walk by. And what gets me is that he is only about 10 feet away from us, but he made no effort to hide or move, and of course you can see his dick, and my wife just keeps walking along like its something you see everyday. But that is just it, here in Japan you do see it everyday. And the kicker is that there was a public outdoor toilet no more than 50 meters away from where he was peeing. But damn it he is old and he'll do whatever he wants.

Aside: I saw a show on the Discovery channel called MythBusters, where they try to debunk myths by testing out various theories through the application of science. One recent episode tested whether Chinese water torture really works or is just a myth. They sat a guy down on a chair and had him wear Depends so that he could endure the torture for as long as possible without getting up to take a wizz. Apparently, Depends only works for little leaks - it's not good enough to absorb a man's entire afternoon wee wee. He had to run to the bathroom to clean up the excess leakage, which was a funny ending to the episode.

It's not just peeing in public that the old timers in Japan get away with.

Where I live I routinely have to slam on my brakes because either the guy in front of me stopped for some old dude who decided to cross the road even though there is no crosswalk anywhere, or some old geez who is riding his motor scooter, or bicycle down the sidewalk decides that even though the light is red for him to cross the road at an intersection that he has faith that I will stop in time for him. I mean, they smile at you when they do it sometimes but I just can't believe it. Good thing I wasn't lighting a smoke, or checking out some leg, ya know?

This is all very valuable information. Since that time I've seen 4 more ojiis urinating on the grass in the middle of the day. Also, there is an old man bar called "Rest house" right down the street from my dorm, so I guess the area is just ripe for it.
