TOKYO — The ruling Liberal Democratic Party approved on Tuesday the government's policy outline for suicide prevention, featuring a target to reduce the suicide rate by more than 20% by 2016, party officials said. The government had set the target in its April draft at 20% by 2016 but modified the goal following criticism that the numerical target was too low.
In the outline, the government also stressed the need to comprehensively deal with social factors, such as unemployment and heavy debts, as well as mental health problems...

Two comments that seem to come to mind
1) Just perhaps one approach that might be successful in combat suicide would be to stop glorifying it.
2) I love the idea of numerical targets. Okay Suzuki, you failed to reach your target, better go off yourself to atone from your disgrace.
