Wealthy cities in Kinki...and Japan

I've heard of some nice posh areas such as Ashiya and Takarazuka in Hyogo and Kyoto Areas.

Anywhere else in Kinki?

I guess we could list places in the rest of Japan too but I'm more interested in Kinki.

I know that the three cleanest cities in Japan are Katsuyama, Kobe and Omuta.
