Not a few Japanese think these detariorating crime rate and dropping arrest rate is resulted from gaijin influx(especially Chinese and South American). Aside from whether this is true or not.

The Nikkei reported that foreign crime and arrests in the first six months of 2007 were down 12.6% and 13.1% respectively compared with 2006.

Pull out your burakumin population density maps, and you'll probably see a direct correlation with the high crime areas. Of course, it's a 'taboo topic' so we have to settle for taking potshots at the Koreans and Chinese.

Does it mean that Akita has the lowest crime rate and Osaka the highest?

Does Fukui have the lowest arrest rate and Osaka the highest?
