Police to raid homes of MSDF officers, members next week

TOKYO --The police are planning to raid the homes of Maritime Self-Defense Force officers and members next week in connection with a suspected leak of confidential data on the Aegis defense system, sources familiar with the case said Friday.
The Kanagawa prefectural police and an MSDF police unit will jointly conduct searches of the homes and other related locations on suspicion of a violation of the 1954 Law Concerning the Protection of Secrets...more...

How can you announce that you are 'planning to raid' something? I think the word 'raid' implies surprise.
